1. What happens when I am transported in a Sherman Fire Department ambulance?

The collected information is processed for billing under rates set by City of Sherman Ordinance. With accurate insurance information, claims are filed on behalf of the patient. If no insurance information is available, patients will be contacted by mail to provide the information needed to file the claim on the patient’s behalf. Patients receiving treatment and / or transport by the Sherman Fire Department will receive a bill documenting the charges for the services received and any balance due.

2. Does the City of Sherman contract with my insurance company?

The City of Sherman’s EMS Division is partially supported by taxes, with the remainder of funding coming from fees for services. Due to the nature of the funding sources, the city does not contract with any insurance companies other than those required by law, primarily Medicare and Medicaid. Therefore, payment of any amount that exceeds the amount paid by the insurance company is required unless limited by law.

3. What is medical necessity?

Many insurance carriers, including the Medicare and Medicaid programs, require that a patient’s medical condition warrant the use of an ambulance before they will allow payment. Furthermore, the policies regarding medical necessity are unique to each insurance company and can be quite complex. The City of Sherman, in its capacity as the 9-1-1 ambulance provider, is not responsible for situations where an insurance carrier determines that an ambulance transport does not meet their medical necessity requirements. In such cases, the patient will be billed for full charges.

4. What is the city’s collection policy?

The City of Sherman has established a policy for the collection of delinquent accounts. In cases where it is necessary, the city does utilize the services of a licensed collection agency. Sending an account to a collections agency is used as a last resort in cases where the efforts of the city to secure payment have been unsuccessful. Patients unable to afford paying the entire balance due in one lump sum may call the Ambulance Billing Department to make other payment arrangements. For your convenience, Visa, MasterCard and Discover Card are accepted as forms of payment.

5. What is the city’s patient privacy policy?

The City of Sherman’s licensed paramedics document emergency medical call information in an electronic reporting system that meets all privacy requirements under the Health Insurance Portability and Accountability Act (HIPAA).

The fee of $44 for a dog and $33 for a cat covers the cost of the rabies vaccinations, an exam and the spay / neuter work at one of the veterinarians on our list.

3. Is there any charge to bring in an animal?

• If you live inside the city limits of Sherman there is not a fee for you to bring in an animal.
• If you live inside the city limits of a town in Grayson County, they are responsible for animal issues. There is a fee of $45 for any animal received from anyone who resides inside the city limits of a town in Grayson County (except City of Sherman residents).
• If you live in a rural area of Grayson County, the animal is not yours and you wish to bring it in, there is no charge. You may also contact your animal control for the county and have the animal picked up.
• If you live in a rural area of Grayson County and the animal is yours and you wish to bring it in there is a $45 fee to do so.

1. How do I apply for a garage sale permit?

Garage sale permits are available in the city clerk's office. You must have a permit before the sale starts. Permits cost $5 and are good for 5 consecutive days. Garage sales are allowed at an address twice during a calendar year.

2. How do I submit a public information request?

Public information requests should be submitted to the city clerk's office in writing. A form is available on the website, but is not required. Requests must be specific and detail the information requested.

3. When are city elections held?

City elections are held the first Tuesday after the first Monday in November of each year. The Mayor and two council members serve at large and four council members serve specific districts. Council members are voted on at large by all citizens. Terms are for three years.

Regular meetings are held in the City Council Chambers of City Hall located at 220 W Mulberry St in Sherman on the first and third Mondays of each month, except on holidays, beginning at 5:00 pm. All City Council meetings are open to the public, and there is an opportunity for public input on each topic. You are also welcome to express your opinion on any topic during the audience participation period, "Citizen Requests", at the end of each regular meeting.

4. Where can I find the agenda for the next City Council meeting?

The City Manager prepares an agenda for every City Council meeting. Meeting agendas are available on Thursday afternoons prior to the date of the meeting in the City Clerk's Office, posted on the bulletin board outside City Hall, and published to the City's website.

No. We encourage people to have and practice a plan for severe weather. It is not safe to be in a vehicle during a severe storm.

2. Where can I get sandbags so my house does not flood?

The City of Sherman does not provide sandbags for flooding situations. There are many online websites you can visit and purchase sandbags or alternative protection.

3. What is the difference between a tornado watch and a warning?

A tornado watch means conditions are favorable for tornadoes to form. A tornado warning means a tornado has been sighted in your area and you should seek shelter immediately.

1. My neighbor’s tree has damaged my fence. Can the city help me to get my neighbor to pay the damage?

No, The city does not intervene in anything relative to civil matters between neighbors.

2. My neighbors have a paved driveway but park on the front yard. Is that legal?

No, if a paved driveway is provided on-site, front yard parking is illegal. On some older properties where paved parking was not provided, front yard parking is allowed.

3. There is a house in my neighborhood that is occupied by two families. Is this allowed?

Single-family designation denotes that the structure itself is a single unit, not a duplex or triplex. Many extended families live together in a home. This is different from a boarding or rooming house and is an appropriate use.

4. The grass in my neighbor’s backyard is over 12 inches tall. Can code enforcement help?

Code officers must be able to view a violation from a public street or alleyway. A code officer will still investigate the complaint and attempt to obtain compliance.

5. My garage sale signs have been picked up. Why?

The permit that you should have obtained for your garage sale explained that garage sale signs may only be placed on private property with the owner’s permission. Signs placed on public rights of way, utility poles and medians are removed without notice by code staff.

6. My neighbors leave their trash can at the curb 24 hours a day, seven days a week. Is this allowed?

Trash cans should not be put out any earlier than 8:00 pm the night prior to the pickup and should be removed back to the house within 24 hours after pickup.

1. Will the Fire Department come out if I lock my keys in the car?

The Sherman Fire Department will only unlock a vehicle if there is a person or animal locked inside or if the engine is running in an enclosed space such as a garage. Any locksmith can be called to open your vehicle.

2. Can I have a birthday party and tour at the Fire Department?

The Sherman Fire Department does not host parties at any of the stations. Our crews must remain in-service and ready to respond to emergency calls. You may schedule a tour of the station before, during or after your party by calling 903-892-7273 to set up an appointment.

Municipal Court

1. What is the fine amount for my particular citation?

Information on your fine and court cost can be obtained by calling the Municipal Court at 903-892-7295 or 903-892-7187 during regular hours (Monday through Friday from 8:00 am to 5:00 pm). Have your citation number available when calling.

2. Can I get an extension to pay my fine by phone?

No. Extensions cannot be granted over the phone. You must come to the court window to request more time to pay a fine. Failure to respond by the due date on the ticket will result in a charge of Violation of Promise to Appear being filed against you and warrants for your arrest will be issued with additional fees.

3. Can I change my court date?

Yes. Court dates are not set over the phone. You must appear in person to get a court setting.

4. What are my plea options?

• Guilty – You admit that you committed the act
• Nolo Contendere – You do not contest the charge against you
• Not Guilty – You are denying guilt

5. What if I am a juvenile?

Juveniles must appear in person before the Municipal Court judge, accompanied by a parent or guardian. Notice of their court date and time will be mailed by the clerk to the address shown on the citation.

1. How do I apply for assistance housing rehabilitation?

The process starts with the client completing an application and being placed on a waiting list. Applications can be picked up at Neighborhood Services office or mailed to the clients.

2. How do I know if I qualify for housing rehab assistance?

Clients qualify if they own the house and have a household income less than 80% of the median income of the Sherman-Denison MSA, adjusted for family size. Proof of income is required of any person who will contribute to the household income. Income will be calculated using the U.S. Department of Housing and Urban Development’s (HUD) Section 8 income definitions and guidelines. The structure must be owner occupied. All the taxes must be paid in full on the property and the house must have flood insurance coverage if it is within a flood area.

3. What type of work is done?

The minor / rehabilitation program addresses four areas of work. Those areas are: plumbing, electrical, roof and handicap needs. The maximum amount that can be spent on a project is $5,000.

4. How long does it take to get work done?

The typical waiting period to receive minor rehabilitation assistance is about three to six months.

5. Who do I contact if I see a dilapidated house that need to be torn down?

The demolition process starts with a call to the building official. The building official will then determine that the structure is dilapidated and posts the house as unsafe. Location of the house determines what funds will be used to demolish the structure. The length of time for the demolition varies greatly due to a number of circumstances. The most time-consuming task is to contact all of the people who might have an ownership in the property and have them sign a release to demolish the house. This task alone can take up to six months or more.

6. How do I apply for the first time homebuyer’s grant?

The process begins when you start discussions with your local lending institution. Early in that process, you tell the lending institution that you would like to apply for the City of Sherman’s First-Time Homeownership Program. The house must be in the city limits of Sherman and the buyer must qualify according to income guidelines. All of the paperwork is done by the lending institution and submitted to the city for review. After all of the required documentation is in, a check in the amount up to $2,000 is issued to the title company at the time of closing.

7. How do I become a Community Development Block Grant subrecipient?

Contact the Neighborhood Services office at 903-892-7227 for information on current funding availability and info on the process. Public services agencies provide and invaluable opportunity for the low- to moderate-income Sherman residents by offering diverse services that impact their quality of life. Every age group from the elderly to the youth receives services that would not be available without nonprofits providing services that are funded with Community Development Block Grant funding.

The Sprayground may not be reserved. 2. How do I file a complaint against an employee of the Police Department?

Citizens wishing to obtain or file a complaint may do so in several different ways:

1. Download a complaint form, complete it, and either bring or mail to the Police Department;
2. Contact any supervisor; or
3. Contact the Internal Affairs Office (IAO)

The IAO is open during normal business hours and located in the Sherman Police Department at 317 South Travis. If you prefer, you may call the IAO, write a letter,
or email to begin the process. Texas State Law requires that all complaints against

4. How do I get a copy of a police report?

A variety of documents are available from the Records Office of the Sherman Police Department. The documents listed below can be obtained at the Police Department, Monday through Friday, from 8:00 am to 5:00 pm.

5. How does 9-1-1 work?

When you dial 9-1-1, the system directs your call to a public safety dispatch center operated by your local police, fire, or sheriff's department and staffed by highly-trained professionals. It is important that you stay on the line and tell the dispatcher what help is needed and where it is needed.

Dispatchers are trained to ask you questions that are helpful in determining which agency should respond and how quickly. By answering these questions you are helping them provide the best possible response.

6. Are there charges for dialing 9-1-1?

There are no charges for dialing 9-1-1 to request assistance, but there may be charges for services provided, such as ambulance transportation. Those charges could result regardless of the number dialed. You can dial 9-1-1 from any payphone without depositing a coin. 9-1-1 works from car phones, too. If you have a cellular phone, you can dial 9-1-1 and your call will be answered by a dispatcher. There is no charge for a 9-1-1 call from a cellular phone.

7. Does calling 9-1-1 mean that you will get an immediate response?

All police, fire, and emergency medical services will respond to your need as quickly as possible. If these agencies are busy, a response will be provided in the order of urgency.

8. How do I report a non-emergency situation or obtain general information?

Call the Sherman Police Department Non-Emergency line at 903-892-7290.

9. How can I get fingerprinted? What about children?

Fingerprinting is done at the Sherman Police Department Records Department between the hours of 8:00 am and 10:00 am on Tuesdays and Thursdays and 2:00 pm and 4:00 pm on Wednesdays. A Property/Evidence Clerk will fingerprint you. There is a charge of $10 per fingerprint card. We do have fingerprint cards if one is not provided to you. Children can be fingerprinted if the birth certificate of the child and a valid picture ID of the parent are provided. If you have any questions, you can contact a Property/Evidence Clerk at 903-892-7081 or 903-892-7342.

10. How can I find out if there are any outstanding warrants for me?

Contact the Sherman Municipal Court at 903-892-7295, Monday through Friday, between the hours of 8:00 am and 5:00 pm.

11. How can I find out if someone is in jail and how do I get them out?

Contact the Grayson County Sheriff's Office Jail at 903-892-8443. The Sherman Police Department does not maintain a separate jail facility.

12. My car was towed. How do I get it back?

If the Sherman Police Department had the vehicle towed, you will need to know when and where it was towed from. Contact the Sherman Police Department at 903-892-7290. The dispatcher on duty can tell you the respective tow facility. You will then need to contact the tow facility to ascertain the amount owed. You must show proof of ownership and liability insurance before the vehicle can be released.

13. I was in an accident. Why didn't the officer make a report?

The Sherman Police Department will only investigate an accident if there is an injury, a death, a hit and run accident, or it involved an intoxicated driver.

14. What time is curfew for juveniles?

Sunday through Thursday - 11:00 pm; Friday and Saturday - 12:00 am (midnight)

15. How do I get a gun permit?

A person can obtain a concealed handgun permit in the State of Texas by locating and completing a State-Certified Concealed Handgun Course. Contact a local firearms dealer for a list of instructors and the course dates.

16. What is the law with regards to a specified sex offender establishing residency in Sherman?

Per the City of Sherman Code of Ordinances, Section 8.02.005 - Sex Offender Residency - It is unlawful for a person who is a specified sex offender to establish a permanent residence or temporary residence within 1,500 feet of any premise where minors commonly gather (defined as a school, child-care facility, playground, public park, video arcade area, or the Sherman Youth Center).

17. What is the definition of a "specified sex offender"?

The definition as it applies to the City of Sherman Code of Ordinances, Section 8.02.005 - any person required to register as a sexual offender on the Texas Department of Public Safety's Sex Offender Database under Chapter 62 of the Texas Code of Criminal Procedure for a reportable conviction or adjudication of any of the following violations:
*Indecency with a child, as described in Section 21.11 of the Texas Penal Code, as amended;
*Sexual assault of a child, as described in Section 22.011 of the Texas Penal Code, as amended;
*Aggravated sexual assault of a child, as described in Section 22.021 of the Texas Penal Code, as amended;
*Sexual performance by a child, as described in Section 43.25 of the Texas Penal Code, as amended; or
*Possession or promotion of child pornography, as described in Section 43.26 of the Texas Penal Code, as amended.

To obtain authorization to discharge industrial wastewater, you must submit a permit application to the Pretreatment Services Department. Please contact a member of the Pretreatment Services Department at 903-892-7036.

2. How often do I need to pump my grease trap / interceptor?

Section 13.07.827 requires grease interceptors to be pumped as often as necessary to ensure the efficiency and integrity of the treatment device; to ensure the discharge is compliant with screening limits, local discharge limits or requirements specified in this division; and to ensure no visible grease or oil is observed in the user’s discharge, although at a minimum of every 90 days.

3. How do I know what size grease trap or interceptor is needed for my food service establishment?

A drawing of the food service area, including all drains and equipment, is required to determine the minimum grease trap capacity. To schedule a plan review appointment, please contact a member of the Pretreatment Services Department at 903-892-7036.

3. Is there a fee to join your senior center?

No, the Senior Center is provided free of charge to seniors age 50 and over by the City of Sherman.

1. How do I start new service?

New service requests require the completion of an application and submission of a valid state-issued ID and copy of the rental or contract agreement. Residential single-family requests require a $50 nonrefundable install fee. Nonresidential service requires a deposit and install fee to be quoted by the Utility Billing Department by calling 903-892-7237.

2. How soon could I have new service?

Requests made in the office require a 1/2 day notice. Requests made online (residential only) require a minimum of 5 business days.

3. What payment types do you accept?

We accept payment via cash, check, money order and credit cards. The credit cards accepted are Visa, MasterCard and Discover.

4. What are the office hours?

The Utility Billing Department is open 7:45 am to 5:00 pm, Monday through Friday, excluding holidays.

5. Where is the Utility Billing Department located?

Our office is located in the Municipal Building at 405 N Rusk St. We are on the first floor, at the North end of the building. If parking in the circle drive in front of the building, come through the doors and turn left.

6. How are sewer charges calculated?

Sewer charges are based on water consumption, except for large industrial customers that have separate sewer meters. The minimum sewer charge includes 0-1,500 gallons of water used. Consumption over 1,500 gallons is charged based on the volume or consumption charge per 1,000 gallons. Residential customers reach a maximum monthly sewer charge at 9,000 gallons. Refer to Rates & Fees for a listing of minimum charges and volume rates.

7. How do I restore service that has been disconnected?

If your service has been disconnected for non-payment, the past due balance and termination fee must be paid to restore service. If payment is made online, you must contact the Utility Billing Department at 903-892-7237 to make arrangements to have your service turned on. The City of Sherman will locate (mark) sewer and water lines within 48 hours of request. Emergency locates are done when another franchise notifies the city stating it is necessary to get locates done immediately. You may contact us at 903-892-7258. The city does not do line locates on private property.

Water / Wastewater Laboratory

1. What type of sampling kit is needed to test for bacteria in drinking water?

The laboratory will provide a sampling kit that includes the required containers, labels, forms, and directions necessary to submit a sample for bacteria testing. The container provided by the laboratory is a sterile bottle that contains a reagent needed for the test. Samples not collected in bottles provided by the laboratory will not be accepted.

This test can only tell if there is presence or absence of Total Coliform bacteria. The test can specifically tell if there is a presence of E. coli. The test can not indicate how many colonies of bacteria are present, nor will it tell the specific name of a bacteria (unless E.coli is present).

2. I submitted a drinking water sample and the results said Total Coliform bacteria was found. What does that mean?

The presence of Total Coliform bacteria in a drinking water sample indicates there may be bacterial contamination in the drinking water. You may want to disinfect you well. Follow the directions you received with the sampling kit.

3. I need my water tested for Giardia and Cryptosporidium. Can the City of Sherman Laboratory test for this?

No. Giardia and Cryptosporidium are protists - not bacteria. The bacteria test that the City of Sherman Laboratory performs will not identify protist organisms.

4. How does a customer know what analyses a laboratory can perform for regulatory testing?

The Texas Commission on Environmental Quality (TCEQ) provides a list of Fields of Accreditation for each laboratory that is accredited. These Fields of Accreditation specify the matrix (water, solid, air), analyte (metals, bacteria, organics), and specific method that each laboratory can perform under the NELAC accreditation.

5. What is the National Environmental Laboratory Accreditation Program (NELAP)?

NELAP is a state mandated accreditation program that establishes standards to foster the generation of environmental data of known and documented quality through an open, inclusive and transparent process.
